📜 How close Texas came

2019, 2021 and 2023: the Texas House passed bills by Rep. Joe Moody to make small amounts of marijuana a ticket instead of jail (HB 63 in 2019, HB 218 in 2023). Each time, Lt. Gov. Dan Patrick, who controls the Senate's agenda, kept them from ever getting a Senate vote. In 2019 he declared the bill "dead in the Texas Senate."

2025: the Legislature passed a total THC ban (SB 3). Gov. Greg Abbott vetoed it, saying regulate, don't prohibit.

2026: the state health department banned delta-8, delta-10, THCP and THCA flower by rule anyway, starting July 31. The full story →

How a Texas bill becomes law

  1. Filed: early filing opens the Monday after the November election (Nov 9, 2026).
  2. Committee: most bills die here without a hearing or a vote.
  3. Passes its first chamber: House or Senate floor vote.
  4. The other chamber: committee, then a floor vote. In the Senate, the Lieutenant Governor decides what moves.
  5. Governor: signs it, lets it become law without signing, or vetoes it.
